AUTHORS BIO
T.H. (Tom) Henning

Tom Henning is a veteran of the United States Air Force who has traveled widely in Europe and Asia. He earned a Certificate of Attendance at Cambridge University, England, and a Bachelor’s degree, a Master’s Degree, and Certificate in Russian Area Studies from The Pennsylvania State University. He retired from IBM Federal Systems and Lockheed Martin as a defense contractor, and lectured as an adjunct professor at Montgomery College and Northern Virginia Community College. He has authored and published nine books, and his poems were listed in “Who’s Who in American Poetry” in 2021 and 2022. In addition to his membership in The American Legion, he's a member of The Virginia Writers Club, The Penn State Alumni Association, and The Freedom Through Vigilance Association.

     Hon. Rollin A. Van Broekhoven, was born in Dallas, Texas, and raised on the mission field in Central America. He was commissioned a 2LT in June 1962 served on active military service in the Army for 15 years serving in posts around the world, resigning as a LTC and Assistant General Counsel of the Army (in mufti), then served as Assistant General Counsel of the Navy. He served as a line officer for four years before transferring to the Judge Advocate General Corps where he served in various posts for his final 11 years before resigning when The Judge Advocate General of the Army felt that the Army had no further assignments that compared with the professional challenge and experience of his assignment as Assistant General Counsel of the Army where he was a principal legal advisor on government procurement to the Secretary, Under-Secretary, and Assistant Secretaries of the Army, and served as the legal representative on the Army Systems Acquisition Review Council. Following his resignation from the Army, he was a senior procurement attorney for the Department of the Navy. He is a retired federal judge in Washington, DC after 32 years as a judge.
     He is the past President of ICFO, based in Amsterdam, the Netherlands; Visiting Professor and Scholar, China University of Political Science and Law; Legal and Cultural Consultant, Asian Center of Law and Culture. He has served on a number of nonprofit organization boards as Chairman, including charitable relief organizations, mission agencies, and educational institutions, over the past 40 years. He is a frequent lecturer and author on jurisprudence, and related subjects, lecturing in universities and conferences around the world, currently as a university visiting scholar and law professor in several universities in China, primarily as a visiting law professor at the China University of Political Science an Law in Beijing, China, and at the University of Oxford, UK.
     Education: JD, LLM, DPhil, DLitt, postdoctoral research at the University of Virginia, the University of Oxford, the Hague Academy of International Law, and the National Judicial College at the University of Reno, Nevada. Admitted to the Supreme Court of Texas, the U.S. Court of Military Appeals, the U.S. Court of Federal Claims, the U.S. Court of Appeals (Federal Circuit), and the U.S. Supreme Court. He has received DPS (Hon) from Gordon College, and LLD (Hon) from the Pontifical College, Collegium Augustitianum.
